That was before national Cabinet announced that caps on international passenger arriving in New South Wales, Queensland and Western Australia would be halved until mid-February, to reduce the risk of exposure from the highly contagious UK strain of coronavirus.
International travellers will also need to return a negative COVID test before boarding.
